(PM) What's the relationship between DOVBS and number of modems (fwd)

USE A REAL CHARSET!

And no, it is not true. A PM can accept a DOSBS call so long as there is one
free modem in the chassis. Since the modem is only needed to accept the call,
in case it turns out to be a modem call. If it is DOSBS the modem is free and
goes back in the pool.

A chassis with 10 modems could have 46 DOSBS calls. Or say nine modem users
connected, then 37 DOSBS users connect. Etc.
