Looks like a telco problem. It isn't a modem because the modems and S
ports aren't directly linked. The channel is saying NO SERVICE before it
is even handed off to the modem pool. Since this single channel problem
is much less likely on PRI, I am guessing that you are on Channelized T-1?
(What does the output of 'sh line0' say?) Looks like they dropped a
channel. Notice the TELCO- indication...
