(PM) which telco to choke

We have 2CT1's and 2 PRI's feed off the same switch from our telco
that are backhauled 32 miles to our location.
over the past week we started experiencing allot of disconnects or cant
establish
a connection complaints. This started all of a sudden but does not effect
all our users most users are using Supra or 3Com win modems there were few
problems with these modems before last week.
Telco gives us the bull that its our equipment thats the problem
well its hard to believe that 2 different PM3's took a shit at the same time
with the same problem
but appease them put a new PM3 just out of the box in line of course it this
box must be no good
to it has the same problem.
all the service is feed in on fiber through a NEC RC-28D digital multiplxer
this unit also handles lines from other CELEC's and our Backbone.
Is it possible that Multiplexer is the problem if so maybe IM going after
the wrong telco.
