(PM) PM4 not routing ONE user (still)

Ok, I've done a little more testing on this guys connection. I had my
radius server, which is on the same network as the PM4 pinging him. I set
up a filter and did a ptrace on the PM4 to catch anything going to him or
coming from him. What I see is echo requests coming from the radius server
destined for him, AND I see the echo replies coming from him destined for
the radius server. They never reach my radius server. I've got a
suspicion that it could be the TTL is expiring on packets leaving his
system, but it works correctly when dialing a PM3. The PPPlog from his
system shows that the connections are negotiated identically. Is there any
difference at all in the PPP negotiation on a PM3 and on a PM4? PM3 is
running 3.8.2. PM4 is 4.0.3. Customer is running Windows95.
