Are you sure the PM3s misreport disconnects to syslog? Remember that
RADIUS only logs disconnects for people that successfully started an
autheniticated connection. If someone calls but can't connect (the
modems can't successfully train for example), that won't go in the
RADIUS log but will go in syslog.
