Enter the user in to the /etc/raddb/users file as follows
username Password = "UNIX"
User-Service-Type = Framed-User,
NAS-Port-Type = Async,
Framed-Protocol = PPP,
Framed-Address = static ip address here,
Framed-Netmask = 255.255.255.0,
Framed-Routing = None,
Framed-Compression = Van-Jacobsen-TCP-IP,
Port-Limit = 1

The static IP should not be in the pool.
