No - it isn't possible ot turn POTS lines into ISDN. For ISDN you need
the signalling going back to the CO. Now, you can turn ISDN BRI into ISDN
PRI with a device like the Adtran Atlas 800. So if you are in an area
with expensive PRI but cheap BRI, or PRI isn't available but BRI is, etc,
then it is an option.
The best you can do with POTS lines is run them into a Channel Bank to
produce a CT1. However, since this still has the analog loop performance
will be no better than the POTS lines - no PCM support, etc.

yourself some PRI. 23 BRI will give you 2 PRI evenly, 46 ports.

If you get channelized T1 make sure you get trunkside and not lineside.
With lineside they basically use the channel bank trick as above, and you
have an extra conversion. You want the clear digital path of trunkside
to allow you to support V.90 modems.
Now, the side benefit is that a PM-3 on a trunkside CT1 can ALSO support
56K ISDN DOSBS calls (inbound of course). So you CAN offer a form of ISDN
over CT1. One phone number, one CT1 - both modems and 56K DOSBS ISDN.
Now - technically a 56K ISDN DATA call would also work. But in the real
world this is very rare, so don't expect it.
