Simple answer: The PortMaster.

Complex answer - it is a pain in the ass to do DNIS on a CT1. On ISDN
everything is clearly signalled in the D channel. You can easily grab the
information you need.

CT1 doesn't have a D channel. You need to pick up the line, and then
decipher what you are looking for from the RBS stream on the channel.
That's a lot more work.

Now, to do dialout you'd need to do that anyway, so my understanding is
that DNIS on CT1 has always been tied into developing dialout on CT1 - which
has been a low-demand, low-priority item for engineering.
