(PM) All circuts busy

We've got 6 PM3's on 3 different hunt groups 1 on CT1
the others on PRI after taking 23 calls it doesn't=20
matter which hunt groups they come on all the rest of our customers=20
start getting " all circuits are busy " from the phone switch
telco clam's there is nothing wrong with there lines its our equipment
so the big question is. Is it possible to configure the PM3's to cause =
this=20
or maybe something in radius.
we did put 2 new PRI's in but there not working yet the new PM3' is on =
line
the PRI's are down for this box
