(PM) Bad modem

I have a PortMaster 3 which has either a bad port or a bad modem. If all
the PRI B channels are activated, after a few users, it will select the bad
port/modem and ring busy forever. By disabling all but 6 of the B channels
it works correctly and the calls roll over to another line. I am looking
for ideas on how to isolate the failed component without having to reboot
the box which will disconnect all of the users.
