But his PRI works fine under ComOS 3.7.2c3! If the telco had upgraded
before he had upgraded his ComOS then it would be quite a different
picture (i.e. my situation):

pm3 working fine on same PRI for 18 months
pm3 upgraded to ComOS 3.8, from 3.7.2c3 (telco does nothing)
PRI starts flapping

There is a known timing issue with ComOS 3.8x on E1 circuits. Lucent have
known about it for 5 months now and there is currently no fix.

How old is the portmaster in question? Try having it RMA'ed for a new one
as there was a problem with one of the DSPs on the pm3 mainboard which
seems to aggravate the problem.

Since I RMA'ed my portmangler I've had an uptime of over 30 days under
ComOS 3.8, which is a record for anything above 3.7.2c3. I'd run ComOS
3.8.2, but I suspect it has a memory leak (in certain situations) and have
been told by Lucent to stick to 3.8. :-(
