RADIUS uses the PM's main IP Address which is...
1. The address of local1 if configured
2. Then local2 if configured
3. Then local3 if configured
4. Then local4 if configured
5. Then ether1 if configured
6. Then ether0.

local1-4 are configured with the new global local-ip feature.
