We had a partial outage last night where -some- people calling into the PM3
would get dead air, but others could connect fine. Some debugging on
the PM3 showed that it wasn't a modem problem, and the ISDN call setup
information -was- coming in for those who got dead air.

A quick call to ICG revealed that others were having similar problems.
It turns out that three T1s between a PacBell CO and ICG went bad, and
resulted in problems for people calling in from that CO.

To the person having the problem: try debugging on the PM3 side, and
see what you are receiving (if anything) from the telco. Use the following
ComOS commands:

set console
set debug isdn
set debug isdn-d
