(PM) Strange Connection Trouble - PM3

Have had a few reports since about last thursday that connections seem
to work ok but the connection will hang for a few minutes and then
either start again or disconnect. The people are reporting that this
only started a week or so ago. I have not changed or upgraded anything
on the PM3 and am running OS 3.8.1. Can someone tell me where to start
looking. We have GTE as the phone service. Any help is appreciated.
