(PM) PM2e 56K

We currently use a Livingston Portmaster 2e with 10 external Courier
V.everything 56K X2 modems running off the box.
Our firmware version is 3.5.

We can not get the modems to connect at any higher than 24000bps.

I was thinking that there were a number of reasons why:
Upgrade firmware in the PM2e - 3.5 to 3.7.2
Upgrade the modem firmware (if possible)
Maybe there is a telco issue - the lines will not allow us to connect at
56K because there are two many switches before it reaches the final
destination (thereby disabling X2). I had this problem before with my ISP.
The local Bell was able to check my line. They said they couldn't do
anything - but mysteriously - a week or so after the call - I was able to
connect to my ISP at higher speeds.

My reasons are only speculative. Can anyone tell me what I really need to
do to allow our users to connect at higher speeds (closer to 56K).
