You CANNOT use standalone modems fed by POTS lines to serve 56K. You have
to use something where the phone service is delivered digitally,
Channelized T-1 or E-1 or PRI or individual BRI's that have been combined
into one of the above. The PM-3 and PM-4 products are the Lucent way to
provide this service. Something like a Compaq 4000 can be configured to
do V.90 with a PM-2 if the delivery medium is CT-1 or PRI.

The best you could hope for with your setup is 33.6 or maybe even only
28.8. The fact that you are not even getting that implies line quality
issues as well.
