Probably you are SLC'ed, pairgained, multiplexed, whatever you wanna call
it.
:destination (thereby disabling X2). I had this problem before with my ISP.
:The local Bell was able to check my line. They said they couldn't do
:anything - but mysteriously - a week or so after the call - I was able to
:connect to my ISP at higher speeds.
Tell em to try putting you on another pair from CO to you, on just 1 of the
modems and test it.

You will not get 56k thruput because PCM modems rely on the fact that they
can control the line if they have a clean 8k path 1 way, i.e. from the CO to
the ISP.
