Yes because of the way PCM modems work. Basically it is easier to control
the flow of data in 1 direction at the higher speed if the connection from
the CO to the ISP (called station), is a full 8k. The way pcm works is by
sampling the wave 256 times and approximating it. Then symbols are built
based on those approximations. You cannot sample a wave 256 times on
conventional phone lines because you only have 4000hz frequency range, and
some of that is eaten up with guardband ranges.
