It will be available on ComOS 3.9 when is comes out.
Lucent want to stager releases now. I suspect that is so they can have a
response team ready for problems which might arise when code goes from
closed beta to open beta.
Their response team is probably not big enough to release everything at once
and respond to problems.
Note how quickly ComOS 4.1b14 was updated to 4.1b15 when problems arose.
If they had released the ComOS onto all PM products they would probably get
swamped.
This all might be untrue, but it is my best guess.
If ComOS 3.9 open beta seems ok, the rest will follow.
