For my PM2/Courier vs. PM3 comparisons I use syslog data for both.

Compared on this common basis, the PM3s routinely do better than the
PM2/Courier combinations. I get a report for the day before for every
PM each morning, and most mornings each PM3 shows better than all the
PM2s.

I think much of why the PM3s show better is they serve a different
user base with generally newer modems, more up-to-date-software, and
fewer bad "disconnect by turning off the power" habits.

The real point here isn't that PM3s outperform Couriers, it's that PM3
performance is not out of line with what has been accepted as premium
performance for a long time. We just have more performance info
available to us than we ever used to, so we can see what we didn't
used to know about.

The typical dialup user isn't very savvy about computers, modems, or
networking, but they are more perceptive of people than we nerds are.
If we think our gear is performing poorly, particularly if tech
support thinks it's performing poorly, users will pick up on that
quickly. Their perception of how well we're doing depends a lot of
how confident we ourselves are that we're doing well. Try believing
in yourself and your PMs, and your users will get better vibes.
