(PM) Analogue calls not being rejected.

I've just put in my first PM3 (ComOS 3.8.2) with the intention of it being used for ISDN call termination only, and
therefore the box doesn't have any modems.

At the moment the box isn't in my hunt group, but once it's tested it will be first in the group, analogue calls are
then supposed to fall through to the USR TC racks I've already got.

What's confusing me is that if I call the PM with an analogue device the call doesn't get rejected with a busy-tone,
which is what I believed is supposed to happen if I don't have any modems. Instead I get one short beep and then about
five seconds later a continuous beep.

ISDN debug shows:

S0: Sending Request Connect - 56Kbps / Voice (B5 ID:2)
S0: Received Connect - B5

.
.
.

S0: Received Disconnect Normal Clearing (B5 ID:2)
S0: Sending Disconnect Request
S0: Received Clear Conf (B5 ID:2)

Just once the debug also showed that it was sending SABME packets once a second, and those didn't start until the
continuous beep was heard.

Why isn't the call simply being rejected?
