That's not how the PM works. If you have no modems in a box *ALL* calls are
assumed to be ISDN (Otherwise why no modems). A voice call coming into a
modem less PM3 is assumed to be a ISDN VOICE call. Since the box is ISDN
only you would not want it as part of your analog hunt group.
