The RAS should be totally passive. The CPE should decide when a second
channel should open. The CPE should also decide what number it should dial.
Having the RAS do this makes no sense at all.
The only thing the ISP should have to do is configure radius to allow the
opening of a second channel. If you want to throttle bandwidth at the ISP's
end, the ISP should install a Packeteer or some other method of QoS control.
