(PM) Terminate causes

I finally got syslog going to track terminate causes. Although it's only
been running for a few hours, patterns are developing. What's most
disturbing to me is the difference between my 2 pops. POP1 is served by
GTE, POP2 by ICG. We have noticed an increase in the trouble calls on POP2
since we made the switch to ICG 2 months ago. I guess now it's in black and
white. Even so, the 12% avg (CCC and LC) is much too high, IMO. (And the
24% of POP2 is just totally unacceptable.)

POP1:
