(PM) ACER HELP NEEDED

I have a user that has one of these wonderful ACER Aspire 2191
computers. The one with the ACER HCF 56K DATA Fax PCI modem. There are
two problems with this. 1: He can only connect half the time. (31K
Range). When he does connect, he can ping everything from a dos
prompt. But when he tries to view a web page with the browser he gets
nothing. All setting have been checked. He just switched to us from
another provider that uses Cisco RAS. He didn't have any problems
conntecting with them, just that their servers are always down. Does
anyone have any idea on why this is happening. What can you do, other
have him get a real computer, to make this thing connect and surf??
