Adjustment of the signal level is not normally called "padding" when
it's done on a digital line; however it is when it's done on an analog
subscriber line. Mr. GTE is a bit confused.

When you want to adjust the signal level reaching a telephone at the
end of an analog phone line, you adjust the padding (inserted loss) on
the analog line.

To adjust the signal level reaching an analog phone at the end of a
digital span, you have to adjust the digital data. This is digital
padding, a digital loss inserted onto a digital span to make it mimic
the lossy analog transmission of analog lines.

Adjusting the digital data on a PRI would certainly kill ISDN; I'm
curious what kind of switch would label no digital pad as a pad of 10.
