I find this unlikely. You need to check the following and get back to us:
1) What version of ComOS are you running on each portmangler?
2) What ISDN switch type have you got set?
3) Are your lines provided over E1 or T1?
4) What is the exact type/model of the telco switch?
5) We need to see the output for (on the pm3):
- show isdn
- show line0
- show line1
