(PM) ISDN router with DHCP server

Hello all.

In the not too distant future, CSU Chico will be renovating a 7-story
building. During the renovations, the entire building will be emptied out.
Needless to say, that's a lot of offices.

What we are looking to do, is to provide dislocated Faculty and Staff with
remote connectivity from home. xDSL where/if available and ISDN for the rest.
Giving these people an ISDN connection is going to be MUCH cheaper than renting
temp space.

xDSL will be handled by Pac Bell. I'll be taking care of the ISDN users.
What I'm looking for, is an ISDN router that has a built in DHCP server and
is capable of handing clients WINS server addresses. It'll probably also have
to proxy WINS requests.

Such a beast exist? I am planning on configuring the routers to use NAT.
I'm not even sure that WINS can successfully co-exist with NAT, although I
can't see why not.
