When we began our switch (from BellSouth to KMC as well), we went in
pairs so we never split a box between carriers. Partly because
BellSouth had our lines configured some as NI-2 and some in 5E-Custom
mode. KMC configured them all as NI-2, and we didn't want to mix them
up (because switch type is global on the PM3). If you want to mix and
match PRIs, they need to be configured _exactly_ the same, and both
carriers _must_ be synched to network time.

We still have some issues with our KMC PRIs, but they mostly appear to
be from one area of town (where KMC doesn't have as much interconnect
capacity with BellSouth). They are getting more capacity as soon as
they can get the cards to add it.
