This is probably a clock error. On a PM3, line1 is synchronized to
the clock of line0 - since these are different Telco's, you are probably
going to have problems there. I am not terribly familiar with this though
as we've not had to put multiple telco's in the same PM3.

If you don't have a second PM3 I don't see any real ways to test this.
Find an off-peak time, swap the lines, and try an ISDN call to KMC and
see if it works now. If it works, you can probably go ahead and convert
the other PRI to KMC as well.
