Do this, WHAT SETTINGS ARE ON THE PM2s?!?! If it's NOT using port 1812,
then it is NOT the port setting.
If PAP is on the PM2 turn it on the PM3
If CHAP is off on the PM2 turn it off on the PM3
Did you do a radiusd -x to see what errors occur?
Did you verify the secret on the PM3 to be the same for your radiusd?
Overall, the PM2 setup is VERY similar to a PM3.

Again did you do a radiusd -x? Either the secrets don't match which
you might want to just retype in and verify or you didn't put the PM3 into
the the clients file.
Think logically and step by step...
