(PM) Connections using cell phones

We got the following request for which I didn't know the answer. Can
PM3s handle such connections? Is there any special that needs to be done
to PM3 to handle such connections?

"I'm presently with pacbell.net. Recently I purchased an IBM laptop
with
connection to a Nokia cellphone. I cannot access the internet through
pacbell using my new laptop/cellphone, but have been able to
successfully
dial into other computers. Pacbell is unable or unwilling to provide me

any support, so I'm searching for a new ISP. "
