It's probably a configuration mistake. You have possibly entered a radius
profile for a certain user and set the Framed-IP-Netmask to 255.255.255.0,
so the Portmaster routes the whole class C to that user. If you have a
dynamic routing protocol like OSPF, then you are propagating this to all
the other routers.

Or it could be that you only have one PRI and wanted to use only 23 or 30
IP's for it, but did not set the pool size.
