Sure enough -- You're on a 1AESS analog switch in Rome, GA. This is
consistent with my observation about 3Com 5.0.0. Its V.90 is broken for
you, me, and subscribers on almost 4000 other exchanges in North America.

No. Apparently this is not approved by 3Com. The site is
http://smf.ai.ru/ . I successfully flashed a model 5686-00 from 5.0.0 back
to version 4.9.1.
