Jordan,

In my experiences with line tests and diagnostics that give results below,
your
customer has no bandwidth on the line. I say this because of the
"Preemphasis"
reading which you have below.

In my understanding, Preemphasis is a measure of how much bandwidth that you
have on the line, and it is measured on a scale of 1 to 10. The first number
is
the send and the second is the receive. A normal/good line is around 2/4. As
you can tell, the customer's doesn't totally match up. You might want to have
him dial in a couple more times, or even to try one of those calling card
numbers (1010321,youraccessnumber) to see if it is indeed something with his
phone line.
