Not according to what occured today. We loaded the code at 4 in the
morning. Around 10 in the morning the deluge of calls started.
Basically, they couldn't connect whatsoever. Checked the modem usage,
down 85% from the same time yesterday.... people weren't able to connect
to the PM3 whatsoever.

We were happy with ComOS 3.8c2, except for the USR and HCF issues, which
we were trying to fix with this update.

ComOS 3.9b9 is not the same code, in my mind, until a Livingston Tech
tells me I'm wrong.
