Okay, first how old is this modem?
Does it connect reliably to other sites?
Have you checked to see if while online he has errors?
What connect rates does it have?
Is the line it's connected to clean?
Why not find them a 14.4 or better as Jake suggests ;)
I've got a couple of users with _older_ modems and I can't recall a recent
complaint. Though I kind of do remember that 1200 is no longer officially
supported... but at that speed life is tolerable, though nigh unto
unbearable.
