The modem code in 3.9b22 went through SQA
prior to the Dreamcast being available.

It was reported too late to include in the release
notes for 3.9b22, and thankfully does not affect
all Dreamcast users.

For some strange reason (probably for internet gaming),
the Dreamcast modem does not want to negotiate LAPM (V.42).

With the modem code in 3.9b22, we extended our LAPM timeout
due to some modems needing this in order to connect. Problem
is that the extended timeout may keep the Dreamcast from connecting.

We have found a way to keep both cases happy.
