Even though the default seems to be V.90 (at+ms=V90),
the modem is selecting Flex.
You can try the comma trick (adding commas to the dial string),
or the following AT command works on ver 7.64
at+a8e=,,,0
This disables V.8bis (this is where the client determines if
the head end is Flex-only, V.90 and FLex or neither).
This will force the client to V.90 first and V.34 as the fallback.
