Is his phone line 56k capable? Try this to find out:

Also, have you played around with his settings at all? Tried setting the
modem to use just v34 and verifying whether or not he could connect?
Generated a modem log and checked the disconnect reasons?

You might try http://56k.com for other firmware revisions as well.
