(PMOD) DNS problems?

This may be the wrong forum for this, in which case I apologize ahead of
time. I'm new to the list, and so please forgive me if this is a really
stupid question...

I have come across the following situation twice in the past few months, and
the only thing that seems to work is doing a clean install of windows.

I can dial-up, get connected with no problem. I can ping, and when I run a
tracert, it shows all of the hops to the site, but WITHOUT the domain name.
I can't send mail, browse, etc.

The user claims to have run virus-scanners, etc so I am at a loss. Any
ideas?
