Scott,

I forgot one more thing, from the info you gave, it looks like Windows is
running the "Standard Modem" driver for this thing, rather than the actual
correct modem driver (we're talking INF files here, not firmware). The
likely reason for this is that strangely, it seems that Win95 always
detects USR Sportsters as "Standard Modem". I don't know what Win98 does,
but anyway, it probably wouldn't hurt to download the correct INF file for
this modem from 3Com. At the very minimum, it will give the customer his
correct connect speed. Right now, he's probably seeing a connect speed of
115,200 or 57,600, since the "Standard Modem" driver doesn't know how to
interpret the modem's response codes.
