Exactly - in some areas it is impossible to offer metered service and
still stay competitive. Customers don't want to worry about how much time
they spend online. You have to look at it from their perspective. If you
were to choose between unlimited service and 240hours/month for $19.95,
which one would you seriously choose? Sure, some might go for the 240
hours because of better "quality" which may or may not be there, but on
the whole 90+% would go for the flat rate.
