"Could not negotiate a compatible set of blah blah blah..."

Does anyone have any places where one can locate some info on why people get
this error message when using Win 95 Dial-up networking:

"Could not negotiate a compatible set on network protocols. Check the
settings in the Network control panel and try again".

It seems to happen randomly and with no apparent rhyme or reason?
