Often times this is caused by corrupt Windows 95 networking files. Now I
know Windows has the MOST stable networking code in the OS world :) but
what I usually suggest for persistant problems with this error message is
this: Remove all networking components from the Network Control Panel,
reboot, then reinstall them. This will guarantee that all your network
code is reinstalled. If you still have problems, sometimes removing and
reinstalling the Dial-Up Networking files in the same manner can help.
