Instead of recompiling I would put your 'test' users file, client file, etc
into its own directory.
Then run radiusd using '-d' and '-a' to specify an alternate directory for
the RADIUS files.
Also run radiusd with the '-p' to specifiy a different UDP port. If you
use '-p 6000' then RADIUS will use port 6000 for authentication and port
6001 for accounting. When you use '-p' RADIUS does not look in the
services file.
