Telnet&Rlogins using radius auth.?

I'm wanting to only have an emergency bare-essentials passwd file on
certain machines..and I don't want to use NIS (unless I really have to)..

I'm thinking that it should be possible to use radius for this.. and
chances are that someone else has figured this out.. or asked about it
before..
