I tried it a PM2ER-20 running plain 3.1 and got a reboot, so whatever it
is it's been around awhile and isn't just 3.1.3.

There's an easy workaround: don't do that, so I wouldn't call it a
'severe bug', but it is there.

Additional details: idle system at the end of a 56k link running PPP
to a Cisco 2501.
