The portmaster's put a just-used IP address back in the pool at the back
end of the pool (queue style) rather than putting it back into a sorted
list. (Programming was easier that way maybe?). In whatever case, the
answer is....that's normal, when it gets to the end, it will start
recycling them in the order in which they were released (again, queue
style).

Sounds to me like the modem isn't getting hung up, but don't quote me as
a authority here. :)
