First, get rid of the entry in the Cisco. You are just burning addresses
by routing the subnet through a different subnet.

Second you need to add an entry in the netmask table of the Livingston.

add netmask 207.77.56.0 255.255.255.240.

Then in their RADIUS users entry you need to add something like:

Framed-Route = "207.77.56.16 207.77.56.17 1"

Then go and add:

ip route 207.77.56.16 255.255.255.240 207.77.56.17 to the Cisco.

It is important to remember that the Livingston does not yet support
VLSM(Variable Length Subnet Masks), so if you carve up the Class C into
255.255.255.240's, that is all you can use.
